If I remember correctly, Honda says the cylinders can be bored 0,25 mm (0.10 inch) and appropriate oversize pistons used. That's the limit, at least according to Honda. If that won't suffice, then either the block must be replaced (Honda's position) or the existing block must be sleeved (aftermarket operation, but apparently very reliable.)

isnt .25mm about .001inch?

If you're looking at resleeving, you might as well look into getting pistons more than .25 over. If you only want to go .25 over, you can most likely find a used block and have it bored for less than resleeving.
