The car has 60,000 miles on it before you bought it. Thats a lot of time for someone to abuse a motor. The other owner may have something to do with the oil consumption.

by the sounds of it you were 2 quarts low, over the course of the oil change interval you consumed about 1 quart per 2000 miles. That isn't too bad, and less than the standard of 1qt per 1000 miles used to judge high consumption in most vehicles. So not too bad.
As for the smell, you could have an oil leak, perhaps around the gaskets.
My consumption went down when I switched to Amsoil 5w40, I'd recommend a 5w40, Castrol makes a 5w40, one along with Amsoil and other brands.
Definitely change the pcv, a faulty pcv can lead to oil leakage at the gaskets, and piston ring issues.
If it was my car I'd also run some cleaning additives through the engine oil which can help clean up piston rings that may be siezed from deposits. Auto-RX, Seafoam, Riselone, Marvel Mystery Oil (MMO), are some of the available products known to assist with such issues.
All three are cheap fixes, and don't forget to check for leaks around the engine, you may need new valvecover gaskets, in which case it could be a good time to do a valve adjustment as the same time.
