EPS Light comes on unless engine started with steering in full lock

You need to have the steering wheel needs to be turned before you turn the car on. if it is not, it will just blink the codes. The code you have, 37 (3 long blinks and 7 short blinks) is described as "A problem with the motor voltage"
DTC 37: Motor Voltage
1. check the EPS (70 A) fuse in the auxiliary under the hood fuse box.
Is the fuse OK? Yes go to step 2 If No, replace the fuse and recheck
2. Check for continuity between EPS control unit connector C (2P) and terminal No. 1 and body ground.
Is there continuity? Yes, Go to step 3, if No Repair open in the wire between the EPS control unit and body ground (G351)
3. Disconnect EPS control unit connector A (2P) and the motor 2P connector
4. Check for continuity between EPS control unit connector A (2P terminal No. 2 and motor 2P connector terminal No. 1
Is there continuity? Yes, Go to step 5, if No Repair open in the RED wire between the EPS control unit and the motor
5. Check for continuity between EPS control unit connector A (2P) terminal No.1 and the motor 2P connector terminal No.2
Is there continuity? Yes, Go to step 6, if No Repair open in the GRN wire between the EPS control unit and the motor
6. Check for continuity between EPS control unit connector A (2P) terminal No.1 and body ground.
Is there continuity? Yes, Repair short to body ground in the GRN wire between the EPS control unit and the motor, if No Go to step 7
7. Check for continuity between EPS control unit connector A (2P) terminal No.2 and body ground.
Is there continuity? Yes, Repair short to body ground in the RED wire between the EPS control unit and the motor, if No Check for loose EPS control unit connectors. If necessary, substitute a known-good EPS control unit and recheck.

Thanks again Stratocaster. Just done this test and all is as it should be. Still getting the 3long 7short bleep code and NO CEL's with the fault code reader. I haven't replaced the eps unit with a good one... final step on the list, but all the continuity checks were as they should be. What would you suggest replacing first, the eps control unit or steering rack?

I have just ordered an 03 EPS module for £25 and an 06 Steering rack with low miles £140 (which i believe has a slightly different gear ratio but is interchangeable with my 00 car). I will start by swapping out the EPS which should be very quick and easy, and if it doesn't help, I will proceed to changing the steering rack.
Does anyone know, if i take really accurate measurements off the old rack, whether i can swap in the new one without having to get the GEOMETRY done? Only had it done recently.

Also, I was thinking about just replacing the torque sensor instead of the whole steering gearbox assembly. It looks easy to do from the manual... any thoughts?

Problem Fixed!
Turned out to be the EPS module. Changed the EPS module out and did the Torque Sensor relearn, but this time instead of getting just the 2 blinks when the finished, I got the correct 2 blinks followed by three blinks. Turned engine off and back on and the EPS light went out, tested 20 times and all is good!!
