Default EPS code 14, torque sensor

I bought the car w/some damage and the power steering has never worked. I knew this when I bought and was hoping to find a cheap fix

Well I finally got around to tripping my EPS codes and 14 came up. Ran through the Helms checks for THAT code and showed nothing wrong. Went back to codes 12 and 13 and found that the #2 pin on the torque sensor has no continuity(it SHOULD)with the chassis.
Has anyone experienced this? I havent taken it off the car yet, but Im wondering if anyone else has, and if its a sensor that could be dissassembled, re-soldered, and reinstalled.
Dealer cost on this piece is $248; that seems steep to me, so Im trying to find another way.
Oh, the car has an Extended warranty that was granted WITH THE EXISTING DAMAGE(clean title is why), so should I just roll up to the dealer and tell them whats up?

if it should with the chassis, then connect a wire from chassis to the wire that goes to that pin and see what happens. or since you have extended warranty just take it to dealer and let them fix it.

I think Ill take this one to the dealer, I dont need to be shorting out the EPS controller(THAT is probably $1k+ from the dealer).
