Since the engine uses MAP, it shouldn't be nearly as sensitive as some cars (air-flow driven) are to vacuum leaks, with the exception of the air pump system, which is pretty simple to check.

I was looking at my IACV over the weekend and noticed it looks like it can be clocked to different positions. I'm going to try moving it around this evening to see if it produces any changes. Again, I'm not hopeful, because (ideally) the ECU should be able to adapt the signal it sends the IACV.
I'm still thinking it might be the oxygen sensor, but there's no easy way for me to tell without a OBDII scanner.
For anyone wondering, I'm ruling out mechanical problems for the time being because the car runs fine off-idle and even idles fine with the headlights on (increased load, ECU bumps up idle). To me, everything points to idle control.

I've been driving it for 2 days now and it is idling perfect only had it dip down twice possibly because it's trying to relearn the right idle. I feel like it has to be the iac because when it was at it's worse it was stalling all the time then I took off the motor on the iac like billman250 said to do because it gets notchy and the electromagnetic motor can't spin it. This solved the stalling but the idle was still fluctuating so I just decided to spend the money on a new one to see what happen now it seems to be idling great but I can't promise just yet I'm going to give it a week and see what happens
