How many miles on the car?
Is this all on the same tank of gas? - Could you have bad gas? Try a different place
Have you run any fuel cleaners through the car in the last 5-10K (miles)?
If you floor the car off the line does it bog between 2-2500 rpms?
How clean is the throttle body? - Mention this as after cleaning one car it was a totally different machine (try to rule out easily fix)
I'm personally not thinking fuel filter based on it's life time design and the RPM specific nature of your problem. All the fuel failures I've seen result in power output issues across all rpms, most noticeable at the high end.
To me this sounds like a sticky injector or throttle body. Since we've ruled out n00bness
I'm really no expert, just a good sounding board.

well i did another map whack and reset the ECU and it hasn't done it over the last day or so... i guess i'll just bump this thread again once i get some video

Any updates to this problem? Ive been having the same issue for a few months now. The bucking is really bad under about 12mph in 1st gear. Sounds like an injector or coil isn't firing. But i get no CEL.

Dirty or clogged fuel injectors, at least that's what did it for me. Send them to get cleaned, or get 410cc rdx injectors, and hack them up with a dremel along with a $24 pigtail adapter. You can get all 4 injectors for the price of 1 1/2 Oem 360cc injectors.
