thanks in advance!

Under dash right hand side of steering colum. Above the annoying black plastic perforated shield you will find three relays. Outer most is a 5 wire gray connector (IG2) relay. Middle is gray 5 (accessory power socket relay). The rear most is a brown 7 wire which goes to the "PGM-FI" relay. I think it's the one you are looking for. The side with 3 wires is defined as follows: WHT/GRN is hot at all times, BLK/YLW is hot when ignition is on, and BLU/ORG is hot when engine is cranking. The other side of the connector has 4 wires. GRN/YLW & YLW/GRN go to the fuel supply. BLK goes to ground. The key wire ,IMHO is the YEL/BLK wire. It goes splits (you won't see it) and goes to power the ECM (IGP1 & IGP2 power inputs to ECM). Also verify the BLK looks good as the pair powers the ECM. If the relay checks OK then verify the BLK and YEL/BLK on the 4 wire side. Be aware the YEL/BLK goes though 2 connectors before it hits the ECM and connector integrity should be verified here as well (I.e. Disconnect, inspect, reconnect).
C403 is now on the left side of the steering column under the same annoying perforated black shield. It is the innermost of 3 connectors located side by side by side. It is light blue with 16 wires. YLW/BLK will be 4th from right on the side with all the wires (12), opposite side only has 4. Again verify integrity of connection.
C101, and most likely what has lost contact, is located behind the drivers side kick pael where the ECM lives. There will be a large black harness coming up from the carpet. C501 is to the left (14 wire gray connector). To the right of the big black is C101, the connector of interest. It is a 22 wire gray connector. The critical wire is on the 4 wire side on the end (YEL/BLK).
My guess would be you disturbed this wire while installing an ECU, alarm, radar detector, or stereo. I would recommend reseating this connector if you have recently been in that area of the car.
P0165 is an interesting code. The "0" indicates it is an SAE code but the Gov't file says "Issue with Bank 2" This would normally be associated with a V-8. But Honda (MFG codes should be "1" in second digit). Honda does have defintion I can see albeit for an Accord, indicating power is stuck on to the ECM (?).....
