ebrake doesnt work
Im running oem brakes, my ebrake doesnt work really all that well... Can this be tightened up? Shouldnt it churp the tires when you pull it up all the way when driving? Im switching to HP+ hawk pads, and steel brake lines. Will this make it work?

it probably doens't work because you're trying to chirp the tires, that can't be good.
The parking brake should be fully engaged and hold the car with about 9-12 clicks from the off position. If not remove the center console and tighten up the bolt that is in the tunnel until the brake is able to engage fully in the 9-12 click range. If it doesn't engage fully by 12 clicks tighten the bolt, if it engages fully before 9 clicks loosen it up a bit, but by the sounds of things you will need to tighten it up.
If you want it to be reliable don't use it to steer the rear end after you get it working properly.

you probably wont be able to chirp the tires without the help of weight shifting. If you're just cruising along and simply trying to lock the rears by pulling the ebrake alone, it most likely will not lock up unless you're on a slick/loose surface

Don't forget its rear wheel drive.
If the rear wheels stop and you don't have the clutch in your engine stalls.
Do the rear disks get hot after some hard braking?
If not the pistons may be stuck and that could explain the e-brake not working all that well.
Btw.. if the rear disks are warm/hot without braking the pistons may be stuck as well.
