The OP stated that he has removed all of the interior except for the driver's side seat and restraint system. If the passenger side seat belt is removed, it will cause an SRS fault when the ECU receives power.
The main concern is that the SRS light is on, and the original question remains: will the SRS system function if a fault has been detected?
sk2obsession - disconnecting the battery before working on SRS elements will prevent a fault only if the elements are restored before turning the power back on.

I agree that if one of the belts is removed that a fault will be triggered.

ahh, ok now i see what everyone is worried about. well, in my jetta, it had side airbags in the seats, and i yanked the seats to do the stereo. well, when i put them back in i had an air bag light and never went to the dealer to reset the SRS system. long story short, a car ran a stop sign and i t boned them at 40mph. my mother ****ing air bags didnt go off . soooooooo, if your srs light is on, the system will prolly not work.

Sorry about the confusion, when I posted, for some reason I mistakenly thought the passenger seat had the belt connector as well. CoralDoc is correct. I had gutted my interior to remove the soft top, had the ignition on a few times, then replaced the important safety components and driver seat.
