Do wheel size and CAI affect gas mileage?
If so, how much? I am looking into buying a used RSX-S that has 17" wheels (stock are 16") and an injen intake. I get the stock intake with the car, but not stock wheels. I'm not really interested in the car because it has those parts, but overall its a good deal and they happen to be on the car. I would rather have better gas mileage though if the difference is notable. Anyone have any thoughts?

Your milage will most likely decrease because you are always gunning it to hear the nice sound of the aftermarket intake.
J/k...in most cases, I would think the addition of an intake does not change gas milage significantly.

yeah, my gas mileage dropped in half the first two weeks I had my Injen Intake.
But I have noticed noticeably better mileage, mainly on long, high speed highway runs.

Both will affect gas milage but probably not in a way that is significant or noticable. The great sounding intake will probably affect your right foot, though, which is a more significant concern regarding mileage.

anything you add that gives you more HP than stock will cause your car to eat more gas (PERIOD) but enough to notice a difference? ---> I Doubt it
How about a VAFC? If tuned on a dyno it gains power and leaning the air fuel ratios out improves fuel econmy.
