Probly 100% or close to it. The reason the AFC has those numbers is so it can run off of 2 different adjustable tables. Say you have it set to 10/90, anything above 90% runs off of the "Hi" throttle table and anything below 10% runs off of the "Lo" table. Then the AFC just interpolates in between to make a smooth transition.

so when I get my VAFC tuned, Im sure the tuner will know whats best & safest for my car, as far as settings go right?

Yes. It's not a trial and error kind of thing. They'll read your A/F ratio to make sure everything is right.
