I thought it was brass, but whatever it is, it goes on the fill bolt.

Now, I thought the two bolts had different thread sizes....there's a thread this week about a guy who switched them and stripped the drain hole.

Also, the dealers f this up all the time. Many times they carry just generic washers, and half the time they can't even read the parts schematic blow up to figure out which is the drain bolt and just give you the same for both.

When I order them, I tell them what the part numbers are.
