Got pics of how bad it is? I'd probably just replace it.
And yes, the "radiator" in front of your radiator is for the A/C. It's called the condenser.

It's just gotten old and has degraded with the elements especially at the points exposed to sand rocks ect
Totally normal wear and tear, won't really do much good to replace it since it will just happen to the new one, just run it until you start to have poor rad performance overheating or a leak.
