I put a test light to the horn wire in front and no power is coming out. And my foot is sitting on the dead ped. most of the time when I am driving. I got a friend with an S also so I am heading over to his place tonight to test it out with his cable reel before I purchase a new one from the stealership. He has the bible over at his place so I can also do the multimeter test and see whats going on with that.

Dang... Yup, the cable reel is probably your issue. Usually you'd throw the SRS issue in there w/it so I'm a little surprised that hasn't gone.
At least its a cheap fix. You should be able to get it for less than $175.

I did the continuity tests for the horn from the back of the clock spring to the front where the horn switch is and there is no continuity so I am going to change out the clock spring. That should be it hopefully.

for one thing, the horn(single wire) and cruise(three) wires shares a connector on the hub side of the clock spring, the SRS uses a seperate two wires connector.(fixed and non removable, the wires goes under the dash about 8 inch into the footwell)
the cruise/horn connecter is a clip on standard honda plug which could be loose in the process.
make sure you konw what wire is which, and please do not do any test without disconnecting the battery, the SRS system is a bit pricey and expensive to mess up

I just changed my clock spring out. My horn and cruise control is working. I didn't want to take the chance of buying a used one and having the same problem with it not working so I had a my cousin that works at honda to pick it up for me. still on the expensive side but now I can honk at people. $160 for the clock spring.

I'm having similar problems recently. My horn is not working but works when I able the security alarm from the remote.
Where is this clock spring located? Could this also be the culprit?
I'll check my cruise control button today too. I'm thinking that would confirm if it's the clock spring or not...
