Not to thread jack but is it common that when you engage the cruise control it wants to immediately go WOT even if i set the speed at lets say 75 and then speeds up to around 78 then engine breaks to 75? Even if I resume speed over the limit it tends to do the same thing.

Dome lights don't share a common circuit, but the horn does. The cruise and horn both run through the SRS cable reel.
The cruise control is all electric, no vacuum line will cause it not to work.
Dumb question, did you make sure the main cruise switch is on?

Dumber question - do you ride the brake?
The "horn connection" is because the cruise buttons get power through the horn relay. If the horn fuse is bad or the relay is bad (or loose?) the buttons won't work. Cruise is also dependant on a good speedometer signal, 1 clutch pedal switch, 2 brake pedal switches and fuse 6. But fuse 6 is good, as it powers the gauges as well as half the emission controls on the car.
If it's not something simple (loose relay, bad switch) I'd suspect an intermittent cable reel. Not nice.
