Crankshaft Pulley Bolt won't turn
Won't budge at all with a breaker bar and 19mm socket. I'm trying to pull the head to check all the valves and for damage to cylinder #3 (possible scoring) Thoughts on why it won't budge at all? I tried standing in the car for leverage (removed the air filter and housing) and trying to get it to turn clockwise, it won't budge at all.

Gotta be in neutral to turn it. If they car doesn't run at all, something is seriously screwed, causing the crankshaft to lock up. The starter will not spin over a seized/locked up engine. If the car still starts and runs, I bet it's in gear.

You probably have it in gear. If you are taking the head off, why are you bothering with this? Just remove the cam chain tensioner, Cams, rockers and front sprocket, and take the head off. It doesn't have to be at TDC to do this. Oh, and did I forget to mention the intake manifold.

Car is in neutral and doesn't start at all. My fear is that the engine did seize.

From my experience with trying to loosen the crank pulley nut to install the SC, I'm betting your engine is seized.
I had the transmission in gear and the parking brake on as tight as I could get it, and we were still able to turn the crank pully over 90
