1) how did it get there?
2) how can i clear it?
3) is there anyway to prevent it from happening?

I had the same issue a couple months back after a heavy rain storm. I just took a hair dryer to it out side to evaporate the water on the inside and I have yet to see anything come back. Give it a try...

yeah you can blow dry it but i presoanlly wouldnt because you never know you can bubble up the paint around the tail light
what you can do is just remove the tail light and open it up but just be very careful so you wont brake the clips and wipe off everything and make it look pretty lol and then just get this glue thats use to seal headlight and tailights.. i cant remember the name at the moment but if you go to your autoparts store theyll have it. So you put that in their and make a good seal...Vuala!! lol

When I took apart my head lights to tint the amber side marker I used black RTV to seal them back up. Been about 2 years since I did it and still no problems (knock on wood). What I would do in ur case I would remove the bulbs then remove the tail lighs. Leave them in the sun for a while to dry them out. Then hit the seal with a heat gun or hair drier to help reseal it then put some RTV on the whole seal so u dont have to worry about anymore.

I baked mine at 225 degrees F. , water evaporated quickly , I then sealed up the outer edge/joint with black gasket sealer and bought new foam gaskets from Honda. If you don't use the foam gaskets with the light fixtures water can work it's way into the housing.
