Compression is a test of how well the cylinders are sealed. Piston rings, valves. If there is wear, and these things don't seal properly, numbers will be low.
The only way to get numbers to go up is fix what is worn. New rings, valve job, etc. An engine rebuild, if engine still can be rebuilt (our engines are more difficult to rebuild than most, FRM cylinder liners, multiple possible bearing sizes, etc.)
