I've dealt with the P0411 code and the entire secondary air injection system intimately until I narrowed down the cause of the P0411 was due to a damaged ecu. The car will throw a p0411 if the vacuum hoses are routed incorrectly or if the the solenoid on the airbox is damaged or malfunctioning. P0410 deals with the pump or relay. This is fact. Never the less, appears he has performed proper troubleshooting of the entire system, so I'm not sure what could be causing his issue.
