CEL blinks before car is started, wtf

The vehicle has certain readiness codes that are part of the on-board diagnostics for the emissions systems. If the vehicle's battery has been disconnected or gone dead, if the DTCs have been cleared, or if the ECM has been reset, these codes are reset to incomplete. In some states, part of the emissions testing is to make sure these codes are set to complete. If all of them are not set to complete, the vehicle may fail the emission test, or the test cannot be finished.

To check if the readiness codes are complete, turn the ignition switch to ON (II), but do not start the engine. The MIL will come on for 15-20 seconds. If it then goes off, the readiness codes are complete. If it blinks several times, one or more readiness codes are not complete. To set readiness codes from incomplete to complete, do the procedure for the appropriate code

Sorry my post irritated you when I'm trying to help you. Do you realize how many folks post in this forum and say that an issue is "absolutely" not "x, y or z" and when you finally help them get to the solution you find that they were dead wrong and it was 'x, y or z" after all?
Yeah, there are a lot of dumb people out there for sure. And it's good that there are people out there to catch their mistakes. But still, I do find it irritating that I was automatically lumped in there.

But it's good to have it resolved. I've read a few other posts on s2ki where people were never able to get to the bottom of this phenomenon.

This is kind of funny. When we had a Maxima in Chicago, I drove it for months and it never made it through its self-diagnostic checks because traffic never let me drive at constant speeds and part throttle, etc as required by the diagnostic sequence. I only found out when I got denied from the emissions testing because the OBD-II sensors weren't fully active...

The Honda resetting procedure is in the manual, I think.
