Car wont start (possible bad fuel pump)

Car wont start (possible bad fuel pump)
As the title said my car dont want to fire up and when i turn the key to "on" position the fuel pump makes some loud noise instead of the "normal" prime sound. is my fuel pump go out or is there something else i should look into? Any help is welcomed. Here is a video i took on my phone
