ok the alt wasnt the problem. it was the o2 sensor. it was dented and cut 2 wires i just unpluged it, replace the fuse and it runs fine now. it reads 14.10 at the battery and 14.30 at the alt. new question: do i really need the second o2 since im running a test pipe anyway? i got quoted over 300 for a new o2 sensor

There's no way it was the o2 sensor. That doesn't make any sense. It may have been a problem in addition to a charging system issue though. Search in here or the technical section for a mechanical o2 sensor CEL fix. It's basically using 2 spark plug anti-foulers to space out the o2 sensor from the exhaust pipe. Alternately, if the o2 is totally shot, you could buy an electrical o2 simulator.

will i originally kept on popping the acg fuse. i got this list of thing the acg fuse is for from xviper and started checking from there
Air control solenoid valve
Alternator
Charging system light
Cruise control unit
cruise control main switch
ELD unit
AVAP bypass solenoid valve
AVAP canister vent shut valve
EVAP canister purge valve
Primary and secondary heeated oxygen sensors
then i disconnected the secondary o2 and the the acg fuse doent pop anymore and charging system is fine now.
