I've drained my OEM Honda battery to the point where the starter doesn't even try to crank; twice, trickle charged it overnight and both times it got up to 12.3 volts. I'm still running the same battery.
I'd say anything around 12 is fine, don't think it'll get much higher from a trickle charge.

is it possible that it's reading 13 but isn't deep charging to the point where a cold start is possible? it doesn't seem to be cranking like it usually does, sort of a slowish crank.

Try cranking it with a battery charger on the battery..however judging by what your saying its not the battery.
13.1 volts should start the car, even if the battery is bad you more then likely have another problem.
When you get in the car and turn the key to the on position see if you can hear the fuel pump priming the system.
It will only do it for a few quick seconds so listen carefuly.
I believe the poster above was refering to the fuel pump relay.
Lastly check all your underhood fuses.

Just because you're getting 13.1V prior to cranking doesn't mean you have the necessary amperage. Put a volt meter on the battery and have a buddy crank the car over. See what sort of voltage drop you're getting then. Anything below ~10-11V is too much.
