Can you install the headlight cutoff upside down?

Default Can you install the headlight cutoff upside down?

So someone changed the igniter and lwo beam bulb a couple weeks back in my passenger side headlight. However, now the light is quite dim, there isn't a sharp cutoff, and the pattern is more of a U. When I drive close up to a wall, it's quite a distinct U.

The bulb is the Honda-OEM and brand new as is the ignitor, so its the same parts. First I thought I maybe just have to adjust the light, but after reading some other threads which had some images, is it possible that the person flipped something? Any thoughts from people who know how these projectors work and the way to fix this?

The headlight seems pretty dim, but when i crouch down in front and below it, it does seem normally bright, just all the light pointing almost straight down.
