Well, in NY
The OBDII inspection equipment will do a verification check that the car is an S2000.
It will not read a vin, so your could would pass. As long as the CEL is not commanded on, and all the monitors have run (you can still pass with one un-ready monitor, as long as the CEL is not on)
1996-2000 cars can pass with two un-ready monitors.

My current state of residence requires no emmisions testing. Yet.
I've also lived in the PRK (Peoples Republic of Kalifornia) and NY. both have different rules. My Pre-66 Barracuda was exempt from smog testing in both states, but not a safety inspection in NY.
My S2K would fail the visual inspection in PRK, but pass all OBD II monitors in both states, and fail a 4 or 5 gas analysis. So my car would be legal in NY, but illegal in the PRK, and nobody cares in Alabama. If I lived in Metro Atlanta my car would pass, as long as I didn't have a 5-gas ran or I put the convertor back on.
00-03 PCM's do not have a specific VIN encoded in them.They do communicate what kind of car they are. Later PCM's will communicate with Honda scan tools the full VIN. Replacement PCM's have the VIN encoded at time of replacement.

Most here will attest I pride myself in knowing the OBD-II system very well (perhaps too well). In short there is ABSOLUTELY NO WAY for your car to communicate VIN info back to the ECU. Period end of story.

So I passed inspection today with the AP1 ecu.
The best part was when I was watching the computer and the first thing it said was "checking VIN". I asked the guy about it and he says "oh yeah, they just recently started checking that in order to keep you from plugging it in to another car to falsify the inspection. Now, if you hook up another car to try and pass the inspection they'll shut down the station no questions asked."
I just kept my mouth shut about having an ECU that had a different VIN than my car at that point, haha. I'm sure it was really just checking to see if the VIN reported was really an S2000. The computer didn't seem to care.
