No. The stock shifter is a solid metal piece. The second image is an aftermarket shift lever.

it adds the weight to the lever for easier shifts

Of course it can be removed. How else would the aftermarket one take its place?

He meant just the black section. He was asking if it was a sleeve.

My first car didn't have one, so I thought the previous owner just removed from OEM lever.

I don't think the shifter is solid metal. There is a shaft inside the fat black part, surrounded by a rubber compound. It's there to isolate vibration.
