That's the bottom collar that "locks" the height adjustment. To adjust the height, you need to back that collar off and screw the bottom fork section up the center column.

That banging sound could be anything as discussed. For me, it was a blown shock (actually, two). The tech support had me changing shocks left to right and changing the top hats. In all I probably spent a few weeks troubleshooting this. We finally were convinced it was the shocks so I sent two of the shocks to buddyclub and they sent me two "new" ones.

I guess I'd recommend looking at the more obvious things first (loose nuts, A-arm hitting the shock, bottoming, etc), but don't rule out the fact that the shocks could be blown even if they were bought brand new.
