broken tensioner? belt no longer fits, marker off

broken tensioner? belt no longer fits, marker off
Recently had to pull and replace alternator on my car a few times(long story).
Ive put the belt back a few times, no problem. New belt too(250 miles, last year purchased). This time I torqued tensioner back and couldn't get the serpentine belt on. Its almost able to fit.
Ill put pics of the tensioner markers but they seem off....the default initial position is slightly ahead of the marker. When the belt(barely) is on it pulls it back well past the marker...
Did I screw up the belt tensioner or just need to re-torque it to 19 ft/lb exactly.
I've been having a lot of strange alternator problems related to the battery not getting charged by the alternator(shop tested it). Could it possibly be my tensioner went bad....it would explain why the belt seems to spin a lot slower than when I bought the car.
Zero other issues withe car....I'm on my third alternator now...
