they are machined to match the top and bottom of the caps and the head. They can't just be added individually... although, i would have a look at a machine shop and see if they could help you. You might be able to have the piece re-welded, if you trust someone with aluminium

I think you have to figure out why the cap snapped. It probably didn't do that just for the hell of it.
New cam install? Is the cam journal somehow bigger than the old one?

It broke because the cap wasn't tightened down evenly.
Look for a used set of rockershafts and stands from a junk cylinder head in the FS forum.
You can't buy them individually as you already know.

Not to interrupt but were you guys tightening the caps in the sequence that honda suggests? Its a fairly complicated scheme but it was put together to apply pressures evenly across the head and cams.

Following the order only is a good way to break caps.
Discretion should be used as well. All the caps should be run down evenly, a little at a time, with a 1/4 drive screwdriver type handle till all caps are flush. You'll feel right away when something is not right.

Yup I've done about 14 cars with broken retainers on the intake side
The cracks happen first. Then over time, the retainers deform and get the rings.
It is still up in the air if this is caused be over-rev, or fatigue.
I've got 83k and mine are still normal, so I'll bet yours was over-reved in the last 30-50k miles.
