Sounds like you park your car outside the moisture will make your rotors and pads stick together like that, we have brand new cars on the lot that sit for a few months and buildup rust like yours and vibrate upon braking and we have to end up resurfacing the rotors when we sell the cars, try starting and moving your car every 5 days or so, don't let the rust get built up that bad where it just sticks.
