Try moving the spare over without any tie down hardware in place. If you can, then maybe you could use a steel plate to bolt into the original hole and have an offset hole in the plate to allow the tie down hardware to tighten down into the plate. I don't know if that would work but it is the first thing that came to my mind on pondering that question.

Spare is a veeery tight fit. Moving it over ain't gonna happen.

Your other option is delete the spare and buy the flat repair kit that came with the CR. Save weight, make space.

I had to fabricate my own tie down because I didn't get one when I bought the car, the wheel can move around maybe an inch before screwed down.
But since the spare no longer fits over my front brakes I never bring it anymore, got a flat tire spray can in there instead now.
