With the way you describe your tolerances, it sounds like you did not have the cylinders at TDC when adjusting your valves.

You don't need the cylinders at TDC to do a valve adjustment, just have the camshaft lobes perpendicular to the rocker arms to unload them.

Firing order is 1,3,4,2

Correct I adjusted the valves in 1,3,4,2 order and set tdc for each one prior to checking and adjusting
