Default Bad 02 sensor will trigger cut off?

I have a P0141 heater 02 circuit failure.
Question...if any of the 02 sensor is bad, will it trigger the seven thousand rpm cut off?
I think I fixed the Coolant temp sensor P0118 problem but I'm still at the shyte seven thousand rpm cutoff problem.

Any idea? Is there other stuff that triggers seven thousand rpm cutoff?
My vss is also now connected.

Are you sure its cutting at 7k or 6k? It should allow the car to go into vtec at all. I would assume that if the computer can't read an afr that it would assume it to be running lean and go into a limp state. Safety is a good thing.
