Update: I set my coilover damping to a firmer setting and it has helped the car feel more predictable. These are Tein Flex Zs, and I went with 4 clicks out of 16 (0 firmest)

My half-educated guess as to why, is that I was feeling the effects of a softer tire sidewall and the firmer damping has helped tune some of that out.

I thought I played with the damping settings when I was first dealing with this, but maybe I never went as firm as I needed. Car feels more planted now and I don't notice the rear wanting to shift around as much.
