No, the honeycomb block has come loose and there is no practical way to re-attach it. Most are wedged in place and loosen due to degraded comb material or packing. Some high-flo cats are prone to this failure, with the makers cashing in on the enthusiast's desire for less exhaust restriction by building an inferior product. OEM cats fail this way too, but not as frequently.

Actually you can fix it for free - remove the cat and pound out the comb material with a metal rod and hammer. Then you'll really have a low restriction cat....

I just went out and took off the cat at the header. Looked inside and saw one of those big honey comb pieces laying inside the cat. So I just grabbed it with a pair of long needle nose pliers and broke it into four pieces. It was very easy to do. Then I pulled the crap out and used a vacume to clean all the dust out. The whole thing took me 0.5 hrs. I could not beleive how big the thing was that was inside my cat. Well if anyone needs a quick fix for the cat this is the way to go. I just saved myself a lot of $$$$.
