Exclamation Another dash flicker issue...

I've done my research on this topic, but I cannot seem to find the resolution to my issue (which others have had in the past). I have a 2006 AP2, and this spring upon start up the dash lights began to "flicker" or strobe. My first guess was a low battery/voltage. I disconnected the battery, charged it and the problem was still there. Oddly most say this is in reference to a bad alternator/rectifier, but my car does this when the vehicle is either on or off. When I however turn my headlights on, the problem disappears - or if I dim the lighting on the dash. I took a video of it here:

For now I have done all of the following without any resolution of the issue.
1. Charged battery
2. Replaced battery
3. Cleaned power and ground cable terminals
4. Checked all fuses (dash and under hood)
5. Replaced dash relay which was making the clicking noise (RC-5102 relay)
6. Disconnected the alternator from the vehicles harness to see if that changed the issue (it did not)

Anyone have any further information for me? I saw a few threads on this issue, but no fixes. The threads just go silent.
Thanks!

Have you check all the grounds? Not just the main battery ground?

Could be the cluster itself?

I'm really looking for people who have had this issue personally. There are a bunch, just no posted resolutions to the problem.
