I can tell you right now, the current tech state of Peltier devices isn't going to allow you the cooling properties needed for any reasonable amount of current. I've worked with several systems in the past, and they can get quite cold, but that also means there is a REALLY hot side and a lot of current draw. Not to mention the time which it takes to cool things down. I wouldn't suggest seriously trying to chase this route down if you want anything useful to come of it.
