which number is the eccentric adjuster bolt?
I heard kroil oil is better than PB blaster?
Is the front toe too much out?

as Billman stated you can often get the bolts freed up, my Honda dealer told me that mine were seized so they didn't get my camber right. I took it to another shop and asked them to spend time trying to free up the bolts and sure enough they did. I had them take out the bolts and lube them up, and then we resintalled the bolts, then the alignment was done right.

An air gun and a little bit of heat can help.
