No, it's partly about tank size. If you want to run a tool continuously, then the pump needs to keep up with the tool. But if you want to run a tool in short bursts (the way most air wrenches are used), then the tank size is valuable because you can run the tool off the tank and then let the motor build up the tank pressure again while you are doing something else.
Unless you have some particular need for the compressor to be very small and portable, don't cheap out on it. Get yourself the biggest and nicest one you can manage.

first thing first, most of the light duty compressor doesnt run on a lubed system, avoid those because they will not last anything near the good stuff(and they tense to be very noisy).
running the compressor all day is very very annoying, i have a 60 gallon tank compressor, i turn it on for 10 minute and i'll be using impact wrench all day without it kicking back on. if you don't need to run tool with high volume of air(paint gun, DA sander) you can get away with a smaller tank. I use it for painting most, which runs on 26-40 psi output but at very high volume(will drain the tank a few time when spraying a whole car)
cfm number if more important when buying a compressor but do know what what your option are.
