front mount intercooler? that might be your problem - that thing will radiate heat into your radiator, contributing to your problem.....
another sorta on topic question, 3 bars is normal - is it over reacting just a bit to pull over and shut her down at 4 bars??

All turbos have intercooler...?
throttle response at that point was very sluggish and being that my greddy isn't 100% tuned, it was just very hard to control stalling and low idle blues and you name it so I had to pull over.

yeah, most turbos have intercoolers - but there was an interesting article in the latest Sport Compact Car about this very issue.
Tuners put huge front mount intercoolers in front for bling factor but radiate alot of heat against the radiator, as well as blocking airflow to the rad, whereas if you look at race cars, they keep the intercoolers away from the radiator, in the form of V-mounts, or smaller ones off the side or top with an associated air scoop or conversly, relocate the radiator away from the intercooler.

Now, my intercooler is set lower so if you were to look through the grille you can actually see the top part of the radiator I'm guessing maybe about 6".
What range does each bar represent though?

I'd yank the grille 1st, they have been known to cause a NA car to hit 4 bars in hot weather.

At what temps do all your fans come on. I notice that mine come on when my digi gauge reads 217F
Also for someone that has measued temps as the bars go up whats the range each bar represent? I know someone on here had posted it once but can't find it.

The stock fan switch closes at 199deg.
Stock temp gauge on a 00-03
2bars = 130deg
3bars = 160deg
4bars = 235deg
5bars = 246deg
6bars = 261deg

My temp gauge is defenitely reading too high or the fans or coming on too late.
