3 wires from tps sensor

Checked the pinouts of the ecu and i see there's one for the tps, I'm guessing the remaining 2 is ground and some power connection?
I'm trouble shooting a tps issue i have where the voltage jumps up and down from .4 to .8 every few seconds or so (even when the tps is disconnected). So i'm trying to see if there's something in the wiring or my ecu directly..

I've ruled out the TPS as the culprit because the fluctuating voltage is still there even when the tps is d/c.
I'm trying to figure out if its the ECU or the wires. I have an obd2 scanner that reads the tps output to the ecu, and you could see that the tps would go from .4 to .8 back and forth every few seconds or so. It doesn't stay at 4, or 8. As you can see this would cause driving issues if i plugged in the tps, so as of right now i'm driving with it d/c.
