I know you were specifically asking about valvetrain, but in addition to cams, you'll need to change your intake manifold to make power at that rpm. The IM has a big effect on where the engine makes power.
You'll need something with larger diameter, shorter runners and a larger plenum...or an individual throttle body IM.
I've seen a daily driven 10K rpm B16, but never a F20.....or any other motor for that matter...
