did honda make the front rates higher and the back rates lower to reduce snap oversteer?

From another thread:
As it turns out, the stock front sway bar on the '00 is larger than the rear, BUT on the '02, the REAR bar is larger. The rear bars are about the same for both model years, but the front sway bar on the '00 is probably 40% stiffer.
'00 Front bar (diameter/ thickness in mm): 28.2 / 5.0
'02 Front bar (diameter/ thickness in mm): 26.5 / 4.5
'00 Rear bar (diameter/ thickness in mm): 27.2 / 5.3
'02 Rear bar (diameter/ thickness in mm): 27.2 / 4.5

How exactly do you measure spring rates?
I have had some collision repair work done on my 02 (rear right & front left suspension components replaced/fixed) and since then I have a feeling (among many other weird feelings) the spring rates do not match - e.g. the rear right feels stiffer than rear left. Hearing about the same part number issue makes me further worried. I have talked to the shop about this issue and they say all components (like struts/etc) are color coded and they have made sure there's no mixup. I'd still like to be able to verify it by having the spring rates measured? Is it mechanics 101 and I can go to any local shop for this?
Thx!

MY 01 - MY 02 Stiffness changes were:
front antiroll bar 24% less
rear antiroll bar less 7% less
front springs 10% more
rear springs 21% less
...inconclusive just from these numbers. As many people report that the '02 is "stiffer" than the previous year model (I've felt it too), I can only conclude that the shocks are valved differently, most likely stiffer. This would probably go a long way to make the handling more predictable and progressive at the limits.
I haven't tried an '02 at the track, but EVO in the UK, a magazine know for their thorough tests, bashed the 01 model handling but spoke highly of the 02 model.
