'00 AP1: Crank, no start

Seems all is good there, in the last step you should not have continuity to ground on the blue wire or at the ecu.
Since it is the last step in the guide for that specific DTC code and there is nothing more to check there it just tells you to replace the ecu.
It doesn't really apply in your case since you don't have a code.
You should do these same checks with your cam position sensors as well.
Can you see live values with your scan tool?

The part I'm not sure about is step 5 - I have continuity to ground in one of the wires from the connector. Based on how the question is posed in the service manual, it seems I should have continuity to ground in both? In either case, probably a moot point because, as you stated, I don't have the CEL to begin with.

I have checked the cam position sensor circuits but will check them once more tomorrow.

My scan tool does not read live values, unfortunately. I may have access to an oscilloscope tomorrow though.

In step 5 you should only have continuity to ground on one wire, if you got it on both then the sensor is bad hence it tells you to replace it if you answer yes

D'Oh, I wasn't reading the service manual correctly.

I tested both cam position sensors and circuits. Both checked out - no problems. I then swapped ECUs and tested again, everything checked out. So I'm confident the wiring (at least to the CMP and CKP sensors) is sound.

I really need to get a second set of hands and a timing light on this thing.

I did! The wires on one of the camshaft position sensors were crossed. I had continuity to ground on the wrong wire and overlooked this during the troubleshooting process.

That's great news! Question is, how and why were they crossed in the first place?

There was some exposed wire on the harness and the original connector was brittle and broke when removed. When replacing the connector, I got the wires switched. The car has been running great with ~1,200 miles on it now!
