When putting in the new bolts should I torque them to. A certain spec?

Ok guys, i removed the belt and the pulley. upon removal of the pulley i noticed on the inside of the pully that the round part in the middle that seems to sit on the hub of the water pump, was all scrateched up, almost as though it was skipping on the hub.
Now here is the problem, this was probably due to the previous owner who broke the head of of one of the screws. Now i cant get the stud of the screw out of the triangular part.
What the heck do i do now??

I'd replace the water pump as well. The broken off bolt is rusted and the threads will be damaged if you remove what is left if the bolt. Unless you have a 6x1.0mm tap you won't be fixing the threads, if you drill out the broken bolt.

no just get a new water pump , remove the old on clean the gasket surface re gasket the new surface and put new water pump on . The new water pump comes with gasket .

Ok that makes sense.
I already bought the pulley and the 3 bolts.
So I guess now I just need to buy the waterpump + gasket.
1 question though;
I guess as soon as I remove the waterpump all the coolant will come pissing out, right?? If so, should I do a complete coolant flush? Then which coolan should I use to replace what I've flushed out?
