There's a reason this information isn't released publicly, and so far, most the responses in this thread support my reasoning.
They're TECHNICAL SERVICE BULLETINS, not "shit that's broke". They're meant to help technicians diagnose problems in your car should they arise. If you don't have the problem, then it doesn't relate to you and don't worry about it. If your car is still under warranty for the listed items, then yes, you'll be covered under warranty. If not, tough luck.

Fair enough. But asking "would the TSBs have been done" or "what is the procedure for getting these taken care of" isn't the proper way to approach it. They're service notes, at best. It is in no way an obligation for Honda to provide any service to you, unless its a NHTSA mandated recall, or its under warranty.

Many are generic in nature (like the ones for the automatic tranny ), you only need to know the main ones. You can usually pick them out just by reading the titles. They are known common faults. TSB's are issued to the dealers, to aid techs in repairs and find common fixes. You must have an issue present, you can't just go in and say perform all the TSB's.
A RECALL is a mandatory, dealer must fix, issue or not.

EDIT: It appears that there are also different revisions of TSB's that retain the same number. For example I have two different versions of the first one on the list, 88-023 Battery Test Procedure. However the most recent version I have is from 3/19/2004, not 4/19/06.
I'll still send whatever I got that dosen't appear in the Library.
