Torque is overrated, yeah is all fun and games to snap the throttle open and blow the tires off, but the fastest circuit cars in the world (Formula 1) don't make shit for torque. Being that the S2000 was devloped from this type of racing, and Honda's past the lack of torque could be expected.
Just for fun...
F1 Car 800 ish BHP, 2.4L =333.33 HP/L N/A; 97 Lb.ft/L
Do the math and assuming peak HP is at the 18,000rpm rev restriction (I'm basing this assumption on the fact that the gearing keeps the engine at peak rpm so well and obviously they're trying to keep the engine at maximum power as much as possible) and it only takes about 233 lbs of torque to make that power at that RPM.

Veyron is a very impressive car obviously....But to me its not worth the money really
I could get a Z06 and twin turbo it lol....and still have plenty of change to buy a house and a nice imported wife from japan
I know its totally different but thats what I think hah

The Bugatti is also not an naturally aspirated motor ... the 1.3L rotary in the RX7 would trump pretty much any car out there.
Anyway, even the Mitsubishi Lancer EVOLUTION has hit above 200bhp/l in more than one stock/production version of the vehicle, even if all the trims at that power level didn't make it to the US market. The Veyron is far from impressive when it comes to bhp/l - sorry, but that doesn't seem to slow it down - haha.
When it comes to naturally aspirated 4-cylinder motors, bhp/l aside, the Porsche 944S2 had the largest 4cyl motor of its time (a 3.0) and held the record high for a horsepower produced on the platform without forced-induction for quite a while. Typically, this is the only NA motor compared to the S2000's in terms of power per size of motor, as FI is a whole different ballgame.
