I think peripheral vision at night is fairly important as well.
While it may not need to be the brightest light, there does need to be proper illuminations.

In the area I drive not all the roads are very well lit. Yes, I realize the other cars would also have visible headlights on but what if it was a bicyclist or a pedestrian.

Not to mention the uses the light to the side when making turns.

Dude, when you're turning you need the light there. When I'm turning on twisty roads driving at night, many times I'm looking out my side windows.

Unless you're in a parking lot going 2mph, you shouldnt be looking out your side windows, and even on the occational corner when you are, you arent looking anywhere near 180 deg to the front of your vehicle.

I've had cars with crappy sealed beams and thrown in GE night hawks, they dont have anywhere near 180deg sweep but they are great headlights.
