Wheel refinishing

Wheel refinishing
Hey all....I was wondering if anyone has any knowledge as to what it would take to re-clear one of the stock wheels (MY '00-'03 specifically). Basically, one of my rear wheels has the clearcoat peeling/cracking at mulitiple areas. Can a paint/body shop do something like that or do I have to send the wheel out? Or...is it better to just buy a new wheel?
And just as a side note....has anyone chrome plated the stock wheels or is that not even an option...Any input would be appreciated....Thanks.

I'd powdercoat but not silver/gray/gunmetal....I'd go white if anything.
Would it be necessary to strip all of the clear coat off and then powdercoat or can it be coated on top of the clearcoat??

Well...I'm about to send one of my wheels out in a couple hours to get re-cleared. There is a 72 hour turnaround time to get this done.
Any input on chrome plating to OEM's. anybody?
