maybe I am below 4K at 70mph afterall. If a P.O. installed gears it wouldn't be that close to 3800

Should be a good two or three bars below 4000 at 70mph.
If the p.o. installed 4.44 gears and corrected the speedo, that would account for 4000rpm at 70mph.
